First New Primary Aluminum Smelter in Europe in Over 30 Years! Finland’s Arctial Project Receives EU Strategic Status
According to foreign media reports, the European Commission has officially designated Finland’s Arctial primary aluminum project as a strategic project. This marks the first new primary aluminum smelter planned for Europe in more than three decades and will effectively alleviate the region's heavy reliance on primary aluminum imports. Located in the Kokkola-Kronoby region of Finland, the project secured this designation under the EU’s Critical Raw Materials Act (CRMA). Currently, Europe relies on overseas imports for over 60% of its primary aluminum, posing significant supply chain security risks. Upon completion, the project will boost Europe's primary aluminum production capacity by approximately 20%, providing a stable supply of critical raw materials for European industry, the energy transition, and the defense sector. With a total investment of €4.7 billion, the project is set to create 1,200 direct jobs. Finnish consultancy Ramboll estimates that, including indirect jobs across the upstream and downstream sectors, the project will support a total of 8,500 jobs; once operational, it is expected to drive a 0.7% increase in Finland's GDP and generate over €600 million in additional annual tax revenue. Arctial stated that Finland’s abundant low-carbon electricity and stable business environment make it an ideal location for developing the aluminum industry. Securing this EU strategic designation marks a significant milestone, bringing the project one step closer to a final investment decision. The company will continue to engage with relevant stakeholders to advance the project's implementation. Arctial CEO Torbjörn Stensjö noted that Europe urgently needs a more reliable supply of raw materials, and the project will not only bolster European supply chain autonomy but also deliver long-term economic benefits to Finland. Pekka Vormala, Chairman of the Board, added that while substantial work remains, the company will join forces with all parties to steadily advance the project.
